Article 1. For high-altitude operations, work platforms, aerial work vehicles, cages, ladders, toe boards, and planks that meet the safety requirements of standards such as the "Construction Hoist Standard" (GB26557) shall be provided according to actual needs. The erection, dismantling, and use of scaffolding shall comply with the relevant requirements of the "Unified Technical Standard for Safety of Construction Scaffolding" (GB51210) and shall only be used after passing inspection and displaying a qualified identification sign. Wearing slippery shoes for high-altitude operations is prohibited.
Article 2. Access ramps, elevators, cages, ladders, etc., used for workers going up and down at heights must meet relevant regulations and requirements, have reliable safety devices, and be kept clean at all times. Passengers are strictly prohibited from using non-passenger elevators and cages. Workers going up and down at heights must use access ramps and ladders, and must not climb ropes, poles, or railings.
Article 3 Fall protection shall be achieved through the elimination of fall hazards, fall prevention and fall control.
Article 4. Priority order for fall protection measures:
(a) Work should be carried out on the ground whenever possible, avoiding work at heights;
(ii) Install fixed staircases, railings, barriers, and restriction systems;
(iii) Use a work platform, such as scaffolding or a work platform with lifting mechanism;
(iv) Use area-restricted safety belts to prevent workers' bodies from getting close to the edge of the work area;
(v) Use fall protection equipment, such as full-body harnesses and safety ropes with cushioning devices.
No work at heights may be carried out if preventative measures cannot be implemented.
Article 5. When signing contracts with contractors, a written fall protection plan shall be developed for all operations involving heights, especially rooftop work, construction of large equipment, and erection of steel structures. See Appendix B17 for the fall prevention plan.
Article 6 If the purpose of completely eliminating fall hazards cannot be achieved as stipulated in Article 142 of these Detailed Rules, fall prevention shall be achieved by improving the working environment of the workplace. This includes installing stairs, railings, barriers, travel restriction systems, and escape devices.
Article 7. Work near edges should be avoided. Where possible, fixed points for installing cables, guardrails, and other facilities should be prefabricated on the ground to prevent work at heights. If work near edges is unavoidable, reliable protective measures must be taken.
Article 8. Scaffolding, operating platforms, and elevators should be used as safe working platforms whenever possible. Working platforms should be set up for high-altitude cable tray operations (installation and laying).
Article 9 If Articles 141 and 142 of these Detailed Rules cannot completely eliminate and prevent fall hazards, the workplace and work process should be assessed, and fall protection equipment such as safety belts, shock absorbers, rope grabbers, ropes, anchor points, and safety nets should be selected and installed.
Personal fall protection equipment includes anchor points, connectors, full-body harnesses, ropes, safety ropes with self-locking hooks, rope grippers, and shock absorbers.
